Changes to motor vehicle tax, company car tax and excise duty rates from 2027

Melinda Koncz • October 27, 2026

The National Tax and Customs Administration of Hungary (NAV) has published the tax rates applicable in 2027. The announcement covers taxes related to motor vehicles, as well as registration tax and excise duties on several excise products.

The new rates are particularly relevant for businesses operating motor vehicles, companies planning vehicle purchases, transport operators and businesses dealing with excise products. These amounts should already be taken into account when preparing budgets for 2027.

Transfer duty on the acquisition of motor vehicles and trailers

In 2027, the transfer duty payable on the acquisition of motor vehicles and trailers will continue to be determined based on the criteria specified by law. In the case of passenger cars, both engine power and the age of the vehicle are determining factors.

The transfer duty rates published for 2027 for passenger cars are as follows:

Engine power 0-3 years 4-8 years Over 8 years
0–40 kW 550 HUF/kW
(approx. 1,51 EUR/kW)
450 HUF/kW
(approx. 1,23 EUR/kW)
300 HUF/kW
(approx. 0,82 EUR/kW)
41–80 kW 750 HUF/kW
(approx. 2,05 EUR/kW)
550 HUF/kW
(approx. 1,51 EUR/kW)
450 HUF/kW
(approx. 1,23 EUR/kW)
81–120 kW 850 HUF/kW
(approx. 2,33 EUR/kW)
750 HUF/kW
(approx. 2,05 EUR/kW)
550 HUF/kW
(approx. 1,51 EUR/kW)
Over 120 kW 950 HUF/kW
(approx. 2,60 EUR/kW)
850 HUF/kW
(approx. 2,33 EUR/kW)
750 HUF/kW
(approx. 2,05 EUR/kW)

For trailers, the amount of transfer duty depends on the maximum permissible gross weight:

  • Maximum permissible gross weight of up to 2 500 kg: HUF 9 000 (approx. 24,66 EUR);
  • Maximum permissible gross weight exceeding 2 500 kg: HUF 24 000 (approx. 65,75 EUR).

Businesses planning to purchase vehicles should therefore take the transfer duty into account alongside the purchase price when calculating the total acquisition cost.

Domestic motor vehicle tax

The domestic motor vehicle tax rates for 2027 depend on the type, engine power and age of the vehicle. For goods vehicles, tractor units and buses, the tax is calculated for each commenced 100 kg of the tax base.

  • Tax on passenger cars

For passenger cars, the tax base is the vehicle’s engine power, and the applicable tax rate varies depending on the year of manufacture.

Period relative to the year of manufacture Tax rate
In the year of manufacture and the following 3 calendar years 380 HUF/kW
(approx. 1,04 EUR/kW)
In the 4th–7th calendar years following the year of manufacture 330 HUF/kW
(approx. 0,9 EUR/kW)
In the 8th–11th calendar years following the year of manufacture 255 HUF/kW
(approx. 0,70 EUR/kW)
In the 12th–15th calendar years following the year of manufacture 205 HUF/kW
(approx. 0,56 EUR/kW)
In the 16th calendar year following the year of manufacture and each subsequent calendar year 150 HUF/kW
(approx. 0,41 EUR/kW)

The tax rate decreases as the vehicle ages, meaning that older passenger cars are subject to lower motor vehicle tax. When planning fleet costs, businesses should therefore take both the age and engine power of their vehicles into account.

  • Tax on goods vehicles, tractor units and buses

For goods vehicles, tractor units and buses, the tax is charged for each commenced 100 kg of the tax base, at the following rates:

  • HUF 935 (approx. 2,57 EUR) for vehicles equipped with air suspension or an equivalent suspension system;
  • HUF 1 515 (approx. 4,15 EUR) for vehicles not falling into the above category.

For vehicles temporarily authorised to participate in road traffic, the tax payable is HUF 10 000 (approx. 27,40 EUR) for passenger transport vehicles and HUF 51 000 (approx. 139,73 EUR) for goods vehicles. A tax of HUF 25 000 (approx. 68,49 EUR) applies to the issuance of a registration plate for a test vehicle.

Foreign motor vehicle tax

The foreign motor vehicle tax rate depends on the purpose of the transport operation and the gross weight of the vehicle or vehicle combination.

The tax rates applicable in 2027 are as follows:

Type of transport Up to 12 tonnes Over 12 tonnes
Loco transport 10 000 HUF
(approx. 27,40 EUR)
32 000 HUF
(approx. 87,67 EUR)
Transit or transport to/from a third country 22 000 HUF
(approx. 60,27 EUR)
66 000 HUF
(approx. 180,82 EUR)

The amounts shown apply to the outbound and return journeys, respectively.

Businesses engaged in international transport should check which category applies to each transport operation when planning routes and assignments, as the applicable tax rates can vary significantly.

Company car tax

In 2027, the monthly company car tax payable will continue to depend on the passenger car’s engine power and environmental classification.

The monthly tax rates applicable in 2027 are as follows:

Engine power Environmental class “0–4” Environmental class “6–10” Environmental class “5”; “14–15”
0–50 kW 39 000 HUF
(approx. 106,85 EUR)
20 000 HUF
(approx. 54,79 EUR)
17 500 HUF
(approx. 47,95 EUR)
51–90 kW 51 500 HUF
(approx. 141,10 EUR)
25 500 HUF
(approx. 69,86 EUR)
20 000 HUF
(approx. 54,79 EUR)
91–120 kW 77 000 HUF
(approx. 210,96 EUR)
51 500 HUF
(approx. 141,10 EUR)
25 500 HUF
(approx. 69,86 EUR)
Over 120 kW 102 000 HUF
(approx. 279,45 EUR)
77 000 HUF
(approx. 210,96 EUR)
51 500 HUF
(approx. 141,10 EUR)

The amount of company car tax therefore depends not only on the vehicle’s engine power but also on its environmental classification.

By reviewing the engine power and environmental classification of their company cars, businesses can more accurately estimate their expected company car tax liabilities for 2027.

Registration tax

The exact amount of registration tax depends on the vehicle’s engine power, category and environmental classification. The basic tax amount is calculated by multiplying the factor specified by law by the amount applicable for 2027, which is HUF 48 000 (approx. 131,51 EUR). For used vehicles, the tax amount is reduced based on the time elapsed since the vehicle was first put into service. Accordingly, in addition to the vehicle’s technical specifications, the date of its first registration must also be taken into account.

Excise duty: energy products, alcoholic beverages and tobacco products

The NAV announcement also sets out the excise duty rates applicable to several excise products in 2027. The following sections summarise the rates for the main product categories and the specific tax rules that apply.

  • Energy products and energy sources

The main excise duty rates are as follows:

Excise product and use 2027 excise duty rate
Heating oil used as a heating or fuel product 6 300 HUF/1 000 kg
(approx. 17,26 EUR/1 000 kg)
Heating oil used as fuel 127 460 HUF/1 000 kg
(approx. 349,21 EUR/1 000 kg)
LPG used for other motor purposes 17 220 HUF/1 000 kg
(approx. 47,18 EUR/1 000 kg)
LPG used as fuel for road vehicles 105 270 HUF/1 000 kg
(approx. 288,41 EUR/1 000 kg)
Natural gas used for purposes other than fuel 0,4095 HUF/kWh
(approx. 0,00112 EUR/kWh)
Natural gas used as fuel for road vehicles 38 HUF/Nm³
(approx. 0,1041 EUR/Nm³)
Electricity 420 HUF/MWh
(approx. 1,15 EUR/MWh)
Coal 3 410 HUF/1 000 kg
(approx. 9,34 EUR/1 000 kg)

The applicable excise duty rate for energy products depends on both the type of product and its intended use. This is particularly relevant for heating oil and LPG, as different rates apply depending on whether they are used as fuel or for other purposes.

The excise duty on E85 fuel is calculated based on its composition. The rate applicable to components other than bioethanol is the petrol excise duty rate determined for the relevant quarter, while a separate rate applies to the bioethanol content.

  • Alcohol products and fermented beverages

The main excise duty rates applicable to alcohol products and fermented beverages are as follows:

Product 2027 excise duty rate
Beer produced by a small-scale brewery 990 HUF/HLF
(approx. 2,71 EUR/HLF)
Other beer 1970 HUF/HLF
(approx. 5,40 EUR/HLF)
Still wine 0 HUF/hl
(0 EUR/hl)
Sparkling wine produced by a small-scale sparkling wine producer 9950 HUF/hl
(approx. 27,26 EUR/hl)
Other sparkling wine 19 890 HUF/hl
(approx. 54,49 EUR/hl)
Other still fermented beverages – eligible for the preferential category under the law 0 HUF/hl
(0 EUR/hl)
Other still fermented beverages – other specified category 11 980 HUF/hl
(approx. 32,82 EUR/hl)
Other sparkling fermented beverages 19 890 HUF/hl
(approx. 54,49 EUR/hl)
Intermediate alcoholic products 30 880 HUF/hl
(approx. 84,60 EUR/hl)
Alcohol products HUF 621 740/hl of pure alcohol
(approx. 1 703,40 EUR/hl pure alcohol)

Excise duty rates for alcohol products and fermented beverages vary by product category. For beer and sparkling wine, the classification of the producer may also affect the applicable rate, while certain categories of still wine are subject to a zero excise duty rate.

For spirits produced under contract distillation, a preferential rate may apply if the statutory quantity limits and other conditions are met. However, the higher rate applies to quantities exceeding the annual limit of 50 litres per person, as well as to quantities intended for sale to persons other than tax warehouse operators.

The application of preferential rates therefore requires the correct classification of the product and verification that the relevant statutory conditions are met.

  • Tobacco products and new categories of tobacco products

Excise duty on tobacco products is calculated according to different rules depending on the product category. Some products are subject to specific rates, while others are taxed based on a percentage of the retail selling price or a combination of the two.

The main excise duty rates applicable in 2027 are as follows:

Product Excise duty rate
Cigarettes HUF 37 160 (approx. 101,81 EUR) per 1 000 cigarettes and 24% of the retail selling price, subject to a minimum of HUF 60 520 (approx. 165,81 EUR) per 1 000 cigarettes
Cigars and cigarillos 14% of the retail selling price, subject to a minimum of HUF 6 170 (approx. 16,90 EUR) per 1 000 pieces
Fine-cut smoking tobacco HUF 32 590/kg (approx. 89,29 EUR/kg) and 5% of the retail selling price
Other smoking tobacco HUF 32 590/kg (approx. 89,29 EUR/kg) and 5% of the retail selling price
E-cigarette refill liquid HUF 41/ml
(approx. 0,1123 EUR/ml)
Disposable products in new categories of tobacco products HUF 51/piece
(approx. 0,1397 EUR/piece)
Liquids belonging to new categories of tobacco products HUF 101/ml
(approx. 0,2767 EUR/ml)
Smokeless tobacco products HUF 32 590/kg
(approx. 89,29 EUR/kg)
Nicotine-containing products intended as substitutes for smoking HUF 31 990/kg
(approx. 87,64 EUR/kg)
Heated tobacco products HUF 51/piece
(approx. 0,1397 EUR/piece)

For cigarettes, a minimum excise duty rate applies in addition to the specific duty and the component based on the retail selling price. All relevant tax components must therefore be taken into account when determining the amount of excise duty payable. Separate rates apply to products in new categories of tobacco products, including certain disposable products and liquids.
